Consumer and advocacy groups contribute to public discussion and policy. Professional associations for health practitioners set professional standards and clinical guidelines. Universities and hospitals undertake training of undergraduate and postgraduate health professionals.

Voluntary agencies contribute in various ways, including raising funds for research, running educational and health promotion programs, and coordinating voluntary care.
